when talking about a 2 men team, both the spotter and the sniper are considered to switch roles when they are capable of doing that after a sertain period of time
also hell, not everyone can hit targets accurate and hell youre only thinking about shooting when thinking about sniping
most of the time they do observation, not shooting

you need to be a great marksmen, a pro in fieldcraft and you need to be good in tactics
if you dont know how to steady youreself for the shot and how to do the calculations, youre not succesfull, if you dont know on what to look during an observation while you must stay undetected, you also fail
same for when you dont know how to take notice about youre suroundings and know what to do(in case off....)
